If 1 is Street Fighter 1 levels of balance and 10 is Hokuto no Ken/Marvel 2 levels of broken then I'd put it somewhere around a 7.9.
No game breaking glitches and the moves actually work but there's some nasty stuff in the form of ambiguous overheads and unblockable air tech traps.
Most other bullshit is reactable or highly punishable.

So at least it can't be used as an instant overhead for whatever reason, but Botan jH can be used as an ambiguous neutral left/right mixup that combos into her air special on at least standing Coco, because if you do it instantly it hits her in the boobs on the way up, if you delay a couple frames it hits her in the back of the head on the way down, or if she's crouching you also hit her in the back. Almost SFIV corner unblockable-esque with how blocking too early gets you hit.

Maybe it might work on Botan or Aki, maybe only Coco is tall and fat enough.

It was weird. Like, at certain distances it seemed to interrupt me but others it would whiff. If you trade with it it's totally worth it though.
There was one other Fubuki player I played before that would just backdash the overhead slam which worked great, especially because of Fubuki's fast buttons after, but I don't think it would beat out Aki's light version.
Also that other Fubuki I played did lots of instant overheads lol. I was constantly terrified of that.

This game actually fun when you decide to slow down and play footsies. The fast pace of the offense isn't so intimidating, as a new player, when you actually slow down and pay attention to every action you're taking and why.
I was playing against an Ayame let her do her rushdown thing, blocked it all and punished. Even with my meager 200 damage, day 1 fubuki, I only had to do that 5 times to win. Around the 3rd rematch, my opponent slowed down and we began to try and punish each other or approach or use assists to open each other up.
It was really fun actually. I don't know, I think I just fell in love with fighting games today and I don't know how to express it bros

Her neutral is too honest and her average damage overall is too low.

Sure her setplay in the corner is cracked but you need to actually work to get the opponent in the corner. She doesn't have a meterless DP and her jabs are 6f instead of 5f making it harder for her to mash out of pressure. Her jabs are also quite stubby so when in range of something like Ayame 2M she kind of just has to hold it and RPS when Ayame goes for a grab.

Her oki, while strong, is also prone to being RPS'd by DPs/wakeup supers because a lot of times she will need to open with jab to get the opponent in blockstun.

Above all Sora's execution for her advanced combos and setups is much harder than the rest of the cast. She has the most dashes, microdashes, and delays in her combos out of everyone. Fucking up the combo means you also fucked up setting up oki.

Meanwhile some other characters don't care about corner they will just rape you anywhere. Aki rapes Sora's neutral as her projectiles come out faster and she can just teleport behind Sora on reaction to Sora throwing a projectile out and punish her. Aki's 3M also low profiles wakeup super so Sora doesn't have many reversal options except mashing 236S in blockstun and hoping the input buffer doesn't fuck you over by giving you shortcut 2S or 6S instead.

TL;DR: Sora just requires too much work for too little gain. It's no problem if you are playing this kusoge casually just to do things you think are cool but if you are actually trying to be "competitive" then there's way better characters that will let you win more easily against higher level players.
