So the draft order is based on previous season rankings with 1-32 starting with the worst team at number 1 and working to the Champion at 32.
Now the trick is there is a huge meta game involved with the draft. You can trade picks once time the New Orleans Saints traded their entire draft.

Now yes in theory the worst teams would get the best players but the thing is bad teams are bad for a reason. So teams like the Cleaveland Browns tend to pick top picks every year because their ownership is bad. On the flip side teams that figure it out and fix their back off can turn a team from worst to first in a few year.

It's a bigger gacha compared to basketball. There are much more position to fill and players usually play play one position and maybe 1-2 minor alternative position at most. You have different group for offense, defense, and special team. Injuries is a bigger factor in football and it'a harder to predict how players will go from college to pro
Basketball places higher value on individual player with only 5 players can be active on court at any time and each player has to play both offense and defense whenever they are on court. The drafting rule is similiar for basketball/football with lower performing team getting earlier choice in pick (but basketball has lottery system instead of straight up ranking) so tanking for pock is more blatant in basketball than football, especially for non-big market team.
