No, the reason Botan didn't join was not because of her FPS skills but due to her not sure about how overboard she could have been when trying to prank other holos. She said that she and her onld friends, before she joined hololive, joined a RUST sever back then and they tried to doxx other people just to find out their passwords to raid them more efficiently.

The holo server was mainly active like July~September iirc.
In September, she was on a month-long break.
In August, she had a lot of work not related to streaming because all work she'd do in September got shifted to August.
In July? I don't know. There weren't that many players in the server in the first month and everyone was still figuring stuff out there.

Pretty much Mumei panicked when the IDs were coming to her, they wanted to show off their gear (and maybe more...?) but Mumei took it as hostile and shot first before asking questions. Moona and Kaela respawned and geared up for a fight and Mumei miraculously took them out despite the IDs getting first shots off (they were near simultaneous though). At this point Moona nearly pulled the equivalent of Ame's "fucking bitch" but lacing Mumei up and down about what her problem is and why she keeps killing and grave camping them. Mumei didn't know how to explain herself and pretty much went into mental shutdown and sperging until things somehow calmed the fuck down without further incident.

Nobody does, because that's never been the reason why the rules were put in place to begin with.
Literally any limitation introduced was because of something Pekora did.
They limited raids to online-only players after Pekora raided Matsuri's base in S1, which created a minor controversy between fans (actually a good rule and probably the only one needed).
They regulated base constructions by limiting the amount/type of walls and turrets they could use to avoid a redo of the Pekora vs All at the end of S2, which was dumb, but at that point most of the interest for the game was dying down regardless.
