That is, you're thinking about character design in purely visual terms, because men are primarily aroused by visual characteristics. But, speaking in very broad terms, women are primarily aroused by social behaviors/status, and relationship dynamics, while visuals are secondary. If Naruto behaved like Sasuke, he would be the favorite. So think of anime and video games that are popular with fujos, and create anti-designs of those characters and their relationship dynamics. Kingdom Hearts, Phoenix Wright, Layton, etc.

Some probably are, but others not. I wouldn't consider someone who's a slave to the whims of the market to be a very good brotuber in the first place, because that inherently runs counter to how male interest works, unless keeping up with market trends is their interest. The successful ones I've seen, in my massive sample size of two, are very clearly only doing it because they're having fun the way they like to have fun, not because they give a shit about what the market wants, money, or fame. Because they keep at it for that reason, they're around long enough for the people who like that kind of fun eventually find them and stay, even if it's only 100-300 people.

Usually, people are talking about male roles when they say things like that. Being a soldier or athlete is a male job, for obvious reasons. Being an idol is a female job, for obvious reasons. It's possible for one to do the other's job, but barring outliers, you're usually going to get a lackluster result by comparison. For that reason, male idols are the rough equivalent of the WNBA. But the "rules" of the vtubing game aren't rigidly defined like basketball, and are subject to change. If western male vtubers want to see popularity of the same scale as female vtubers, then they should be trying to evolve to find something that works for western male vtubers, rather than sticking something that works for a subset of women, especially Japanese women, and an even smaller subset of effeminate Japanese men.
