It's not about Rucaco being the #1 artist in the world, even if she happens to be Shondo's favorite, it's about the fact she made the model and Shondo has contacted 4 artists so far trying to commission them to draw more outfits for her and all of them declined for various reasons. Artists who know how to draw Live2D, will work with indies, and are anywhere near good enough to rival the current model (which even if Rucaco is simply a good artist, is one of the best on the market) are not typically willing to draw costumes for an existing model, they want to draw their own model.
