Japanese idol companies were sleazier when the Yakuza ran them but there is a reason they continue to have a bad reputation.

Most of HoloEN being fans of Oshi No Ko is not a surprise and they don't want to be idols. They would prefer to be general entertainers but Cover isn't quite ready let go of the idol business model.
