No the B days are not based on the roommates B day. Polka for example is B day in Jan but her roommates B day is known to be later in the year.

Definitely not random. The girls most likely choose whatever they want with maybe some managerial input. Most likely the only hard rules are that it can't coincide with another holo and it can't be your real birthday. This is to help prevent actual dox and so the girl can take the day off on her real bd if she wants.
