This is a tough call to make. On one hand it seems she has been using her model on every video ever since the debuted it, so if nothing else she has fully opted into being a vtuber as opposed to just doing it as an occasional gimmick like other fleshtubers have done. On the other hand she was already massively successful by the time she debuted her model, she didn't build her channel on a vtuber brand and becoming a vtuber hasn't changed her content, her growth or her audience, which is also an entirely different audience from your regular vtuber's audience. So comparing her metrics to other vtubers is disingenuous.

The past half decade has seen the technology permeate public awareness and gradually increase its influence not just online but irl too. People can say what they like but the concert in la is a big step up that will draw a lot more attention
So, what's the future for this technology and for vtubers? Vsingers is the obvious next step, gorillaz was a novelty when they first appeared but pretty soon we're going to see more bands deciding that their physical appearance is not optimal or even detrimental to their image
Children programming will also be a likely next step, CGI shows are already commonplace, it's a matter of time before we see a 'vpresenter' talking to them in place of a flesh and blood person
Another possibility is for businesses to have virtual spokesmen, anecdotally people seem to be more forgiving and more willing to comply if someone has a pleasing appearance so theirs will be lab crafted to AstroTurf their companies image
So, what does this mean for vtubers? As the technology becomes more widespread then virtual YouTubers will become less special, content creators from all walks of life will use 2d/3d avatars and the term vtuber may come to mean many things or fall out of use entirely
