No, that has always been a dumb rrat. At least for Hololive, it is provably false. Kson had vtuber activities during her time employed by Cover. The evidence is still on her Youtube channel for everyone to confirm. There may be Nijisanji examples too, but I'm not familiar enough with NijiJP to comment. I believe this one actually is a real nothingburger.

if there was it would've been a more recent change because for the past few years this has never been a problem. However, if I remember correctly, the only rule is you can't be a COMPANY vtuber if you are in hololive. So you can't be both Tsunderia/VShojo/Nijisanji/Idol/WACTOR/whatever corpo is out there and Hololive at the same time. I don't think they have a rule against having a vtuber model in your personal account.
