Disappointment is the right word. When I saw Kiara's debut and saw that she speaks German and Japanese, I was happy to see someone from the EU in Hololive. All of them had the same starting line, so how well she is doing relative to the rest of them by now should be a good reflection of how good she is a vtuber. To make matters worse her raw stats SEEM like they would result in her being the best. She puts out a ton of songs, has the most collabs with the JPs, can talk for the entire day without stopping, can talk to both EN and JP audience, made a talk show, is easily the most extroverted EN, and regularly does "idol-like" streams (like singing to X subs, did super readings from the start) that her senpais before her had done. Hell, even before starting she (and the others) had the impression she'd be the most popular.

And yet, she's last to all of them in subs. She's even further behind when it comes to active viewers (arguably the more important stat). She makes more money than most, but others in her gen have traditionally ignored or even discouraged superchats.

So, like anyone else would, Kiara has to wonder WHY she's last, which she has for a while. Given her base high stats, along with the effort she's put in, and along with the new outfit which basically did nothing to her numbers (despite everyone claiming her outfit was a huge nerf initially), she has to reach a very hard to accept conclusion.

I wouldn't shove all of those things aside, but I think you are pretty right about the charisma and voice thing. Her extraversion and "loudness", as well as the cadence of the voice, tend to be much less agreeable and inoffensive than, f.e. Ina. And Ina is a very skilled streamer, her Pixiv event was amazing.
That said, I think she fills a good spot in terms of uniqueness, at least inside Gen 1 she doesn't have to fear that someone does 6h Zatsudans ot talkshows with JP like her but better.
