I had a small room (55 square foot) soundproofed a couple years ago, for real, and that costed me around 3k. Literally building an additional layer of wall and extra thick insulation, with some additional electrical work. That was for something else, I did not throw 3k for a streaming room.

If you're soundproofing the first place to start is sealing gaps in whatever room you already have using acoustic sealant. I.e. where the molding meets the floor, door gaps, etc. I've thought about mass loaded vinyl under a rug but haven't tried it.
If you do the babicage thing you want acoustic blankets.
