Gameplay can't be trademarked, copyrighted nor categorized as an intellectual property, so no, they didn't "plagiarize" anything.
The best you can say is that they copied the base concept, but even then if you played both games you can immediately spot the differences in the 2. Also holocure did all the work that is "required" not to be called a copy of VS. Different engine, brand new code, new art, new gameplay spin.

This. Anykara probably chased away their creative fans outside of those that do simple fanart, especially now that they're a publicly traded company on a large scale.
The risk of giving it away to Nijifans just isn't worth it if it comes back to bite them and then Holocure gets copyright striked. NijiEN fans specifically would be better off making their own game and see how well it goes for them, assuming it doesn't get taken down like that cafe.
