I see so the issue is that Flare is a Tolkien purist and believes Elves should be using swords as the majority of Tolkien Elves actually used swords. And the sterotype of Elves only using arrows comes from the fact that the most well known Elf Legolas is an archer from a Forest Region where being an Archer and short sword user is more practical.

However Legolas' people are a rather small minority of elves so Elves being the Archer is really just people misinterpreting history.
