I don't think it would be so much of a rrat. Japan is famous for taking in apprentice roles and then gradually letting them take bigger projects. A-chan started with tech support until she became more involved with music and stage production and talent coordination. Those don't need a degree. She even wrote the lyrics for Robocco so we know she has always had an affinity for music. Her knowing how to liase between what is needed to make a concert work is probably something she learned overtime. It's not like she's involved in any legal matters. Other people still brokered the deal for her. And besides, the talents were more open to her at times so having her as a mascot for both talents and cover seems to be a good business decision. So basically she's a project manager that is more involved in hololive music. And mind you, it took awhile for them to actually move from SSS to Bloom and that probably because they only had A-chan doing these stuff.

Honestly, A-Chan being the one responsible for Hololive explains a lot. Cover fumbling through the process of making and refining Hololive makes perfect sense. They were never looking to get into the idol business, but one showed up willing to do tech demos for them, and from there it just became a thing.
