Except at this point, first impressions have been made and biases have been built up. It doesn't matter if you're showcased to nearly 200k viewers if said 200k viewers have already made up their minds if they give a shit or not and won't be fucked to change it. You need to find a way to grab the right people instead, who at this point, are nearly impossible to reach because they've found other chuubas to invest themselves in and would have to really be convinced to also start caring about Stars.
Another problem, of course, is that when I say Stars are harder to advertise, that's only half of it: not only does management have to actually find out effective ways to pitch Stars to the right people, but they also have to actually organize Stars into a more cohesive unit so that they're more appealing on first glance. They've succeeded in doing that with Uproar, but are still struggling to actually hit the right people(which, again, first impressions have been made of "Holostars", biases have been built up, and people are pretty set in their ways.)
There's not too much hope for much more bursts of growth other than hoping for another "chuuba boom" to bring more fresh, untainted eyes to the scene. All they can do is keep slowly, steadily growing their fanbases as they have been and hope to get lucky.
