I can give Ollie a pass on teams since some more members might be joining, but not informing everyone of the rules yet is an oversight on her part. Nene said there are 3 sessions and she was asked which one she wants to be in. Besides, management would not let Ollie organize such a huge event on her own without supervision. She does have to go through them for approval, she can't just do whatever she wants.
