If Mori was going to be mainstream we would see upwards momentum, not what we actually have seen with what she’s released so far. The biggest thing that determined subs for the older gens for a long time was their popularity with EOPs. Matsuri got a ton of clips prior to HoloEN and was really popular, Haachama too and she could actually have back and forth with EOP.

Mel and Aki never got popular with EOPs so they could never ride the wave to 1 mil. Mel's harassment issues were happening around the time where EOP's were first starting to flood into the fandom.So she never got the tons of clips someone like Matsuri got. Aki too was just not popular with EOP.

Nowadays EOP aren't as important for subs but growth in general has slowed down a lot as well.
