Considering the speed at which she reacts, it could use a STT engine and as soon as it finishes processing, immediately calls the TTS engine to read it out. The program wouldn't be too hard to make but is definitely a couple days worth of work and probably needs to license the technologies.

She is going to make her decision based on her conversations with Nyan and Veibae, unless HL nukes the whole plan now that they're out. Okay, so here's the deal. Cover doesn't really care about the "purity" aspect of it all, not as long as it doesn't hurt the kayfabe of their idols. One of the biggest talents in Hololive is a girl who did ASMR dick sucking with her gigantic (and quite real) tits in full view.

I think most people have a wrong idea of what idolfagging actually is. When people think of idols, their minds instantly go to AKB48 and K-pop, but I don't think that's the whole story (even though it began with those kinds of groups). If it was, there would've been no place for alternative idols or anti-idols (people like Coco) in that niche.
The true modern idol experience is a Cinderella story. A girl who starts with nothing and simply wants to make it in life by entertaining others, and showing off her best self. It's inherently tied to the moe culture, and a desire to help someone who could use your help and would not be selfish about it. The girl can be vulgar, tomboyish, sexual, it doesn't matter as long as she's sincere and respectful with her fans.
Outside of Yagoo's famous house for broken girls, Ironmouse is a great example of this. Her life has been tough enough, so seeing her do her best despite that and succeed is beautiful. That's why people who like Hololive have no issues with her whatsoever. Vei, on the other hand, projects a far more selfish (and far more normal for an average streamer) image, so idolfags have no love for her.
And obviously, there are classic purityfags among idolfags, but they're not as numerous as you might think, and you'll never see them anywhere outside their AKB48 hugboxes. Matsuri alone filtered them out of Hololive a long time ago.

Vei's addition has been overall good since she already had a large fanbase to begin with but her previous statements coming to haunt her will definitely be an unintentional consequence as that limits and drives a wedge between possible collabs with JP based Vtubers that are part of corporations (like what's happening right now). I was against Veibae in this whole scandal, but listening to this made me reconsider somehow. She sounds like an emotional wreck. She takes a thousand words to explain something that can be explained in ten and ends up not saying much, however...
It's obvious that she doesn't want people to think that she hates Cover (that's like being an actor and saying that you fucking hate the Walt Disney Company), and she's kicking herself over taking shots at them. And now that I know when it happened, I can't even blame her. Everyone was fucking livid when Cover threw Aloe out and sent Haachama off to Internet jail over her Taiwan yab (this was before Asacoco 9/25 aka The Final Yab), it was the lowest point for the entire company. But she doesn't want to walk back her comments, or people will call her a leech and a hypocrite (and they certainly will, especially now that a collab with Kiara was on the table). So she got stuck between a rock and a hard place. That's why she refuses to take her words back, but also asks everyone to stop trying to cancel her over the dumb shit she said back then.
