For the ones who don't know
This is an imitation of a minigame (Tsurikkuma) in NicoNicoDouga that was customary to play at the beginning of every Membership Stream. NND has many other games that were played from time to time but this one was ALWAYS played at the beginning before the greeting.
When the FanClub migrated to the current Renewal, we lost of the NND options and games. You have to pay to host a round of the game, mind you. But then everybody in the stream gets to play and compare scores.

Fun fact, slow mode in Youtube chat doesn’t effect members.
