Most of the time she is responding to chat, only occasionaly does she go on unprompted rants. The frequency is simply up to how vedal sets up the balance of the two on the backend. For example the first minecraft stream she did nothing but respond to comments with minimal cooldown but after feedback that was changed so the next MC stream she waited slightly longer between responses and went back to occasionally making unprompted ones.
Osu is played by a neural network of vedal's making for sure, MC we don't know for certain but people in the threads have found some open source projects that attempt to have a neural network learn to play minecraft so the assumption is that vedal is using that.
