Happily. There are tons of tuts online for making one, I'm hardly the first person to make a homemade cardboard cutout. But most online tutorials on this are shit and my quick rundown probably won't be much better, but here goes:
First, make sure you have a big enough sheet of sturdy cardboard to make your cutout with. This is probably the hardest step, as finding good cardboard can be a bitch. Thankfully at my job, we often have lots of good leftover packing cardboard that would've gone straight into the recycling bin, so this wasn't a problem for me. I got a few sheets, but none were big enough to fit Koopa's whole body, so I used a mixture of masking tape and glue to fix a few sheets together, double-layered for sturdiness. Take pic related (or any full body pic of Koopa you might have), and feed it into rasterbator.net (ignore the lewd name, it is a perfectly helpful non-porn site) and fiddle around with the Output size option until the end result is around Koopa's canonical height of 151.5cm (MARGINS CUT AWAY). I went a smidge over, to account for the grey border. Keep going through the process, not adding any effects or color shit, and you'll have a printer ready PDF to use.

After you've printed it all out, cut off the borders and arrange the sheets like a jigsaw puzzle on top of your cardboard (like >>4091282) to make sure it fits (and your cardboard is big enough. Then glue it all to the cardboard. Don't worry about gluing the white background, but make sure you've spread out the glue liberally behind the printed parts that will be a part of the finished product, ESPECIALLY the corners. When the glue is dried, cut it out, then voila. Cutting it out with scissors alone would be a pain, so mixing in the use of a box cutter knife will help. You should now be at the same step I'm currently at.
