I had viewers when I was streaming obscure unpopular DOS games on Twitch back in the day and I was a literal nobody unblessed by any algorithms. Holo Productions at its core is an advertising platform for its talents. We assume when we watch one of our anime puppet people that we'll have a good time. Many people throw superchats and likes before the stream even starts. It has nothing to do with the skill of the content creator. Not saying the content creator can't be talented, of course.
Same thing in a lot of the other arts. Publishers won't hesitate to sign a popular artist, but signing a new name is a risk. By virtue of creating a new anime character for each generation they're creating new names all the time and thus relying on the brand name as a whole to let the viewers find their favorites.
Besides, if someone was a huge success, why would they want to start over? If you've got numbers and are already a partner or whatever, there's no reason to switch it up.
