The only real question is: do new talents increase the sum total of Niji viewers?
Unless you think that their numbers come entirely at the expense of the previous generations (which is clearly not the case, all of those are still growing), then they do attract more views.
In this case, it literally doesn't matter for Niji owners if the CCV or sub counts for the new chuubas are smaller. Beyond the model costs, the upkeep costs for them are minimal. Each new talent pays for their model and then keeps generating practically free money. Why not make even more of them?

She started treating viewers better than members so they felt cheated and disrespected so viewers started leaving. Some people kept spamming Finana’s tags for months to catch her attention, created a separate server from the unofficial discord fanserver and gave her the idea of doing a Valorant stream while luring her into their server. They kept contact after the member stream and continued playing together at least until September (Finana got busy starting October). The first time this was exposed her fans defended her despite her interaction with the Valoguard server being confirmed alongside other things. The only thing that wasn’t confirmed was her receiving direct donations to her paypal and buying them things. The second time this was exposed was worse because not only there was context for some things, like the trap incident in which people found out Finana had lied to them about why she wanted to ban the word, her introduction video she used for Nijisanji was leaked and a couple other things happened. By then the fans were already at a breaking point because not only had Finana lied to them about some things involving other fans, but some of them who were friends with the Valoguard felt betrayed and used. The fanbase got broken, and not just between Ryuguards and Valoguard but many other smaller circles. A lot of recognizable names left because of it. People stopped participating in projects for her because those had been used to get her atention by the Valoguard and the other two Lazulight fandoms started avoiding the Ryuguards. Finana distanced herself from her fans and stopped any interaction with them while continuing playing with the Valoguards even during their birthdays, she even had a sudden announcement of a break at the end of a stream stating it was for work while in truth she played with them during the entire week. lying to her fans once again.
