Japan runs the Indonesia economy so it's incredibly cheap to establish an overseas office over there. Even if your indonesian vtuber gets 50 views, it's already been profitable. Most of the Indonesians vtubers hired also know English and Japanese so they're able to capture a lot of overseas market share too. I wouldn't be surprised if a significant proportion of Hololive's profit comes from the Indonesian branch
