Cover punished Haachama and Coco harshly just to try to appease people who never would be, and the CN managers didn't do very much to diffuse things on their end. Leaving China was the correct choice, especially with the proven success of the EN branch and being free from the influence of the CCP which only increases its restrictions. It's also best for the girls who used to make up that branch because they don't need to play some dangerous balancing act.
