Find three streamers in the 0-10 viewer range who stream before/after your normal timeslot with content you enjoy. Doesn't have to be exact - if you normally finish at eight, and they start at seven, that's good enough. Watch their streams, chat in their streams and discords, make some clips and post them in the chuuba's clip/meme channel. They don't need to be good, just need to be visible.
Start streaming, and use the self-promo channels. Only when the discord owner isn't live themselves. Raid into them when you can, and tag them on twitter afterwards. Be careful with raid tagging - if you raid ironmouse and tag her, that looks like clout chasing. If you raid someone on a similar viewer and tag them, it's reasonable.

The most important bit of this is finding streamers with content you like. Not just random people, you need to like hanging out with them and their chat. Otherwise it won't help you.

I set myself a benchmark of voices I want to mimic (in my case the bog standard nip ikemen voice).
Recorded myself reciting 4chan posts while experimenting with various resonances eg. more chest, more breathy, more throat, etc
Recorded those sentences over and over again until I'm satisfied with my pronunciation and how close I sound to the benchmark, in which, 99% of the case, I wasn't satisfied.
Repeated the exercise everyday for half an hour or so and it became a habit.
I found the recording process to be fun so it wasn't as grindy as it sounds
