Well, if I play devil's advocate, tourists are good because:
-Everything the girls do is new to them. Their normal verbal tics and personalities have large impact compared to old viewers who're used to it.
-Girls can play tried-and-tested games and get large viewership because they don't watch anyone else in hololive.
-Standards are low. They don't have to worry about constantly raising the bar because the tourists have no frame of reference.

When it comes to actual income? Who cares.

Actually, it makes sense. You can't reward a manager's performance based on how much money their talent brings in currently with stuff everyone else does. That's based on luck. You could get lucky and be the top earner just based on design and a cute voice, or you could work around the clock and get comparatively much less because you're developing at a 'normal' rate.

So it's likely that they royally fucked up their heuristics to reward management. Getting bonuses based on 'novel audience exposure' would explain everything. Unique, new activities that get new audience to watch you at least once are something that is almost by definition very divorced from the base appeal of the vtuber - otherwise they would have watched you already - and thus much easier to peg performance to.

It explains pushing girls to cons where you expose yourself to only a few thousand tourists, it explains Tiktok, Korea, it explains this whole collab thrust because obviously logically you would be hitting women who otherwise wouldn't watch Hololive. All these things are not worth it in effort and financial intake compared to a few normal streams. But damn, do they look good on the spreadsheets if you go by different numbers.
