I feel like that apathy was created specifically because they lack a group leader. They all do their own thing and they seem highly disorganized despite being part of a group. Without a real structure, things break down, and with no real goals to work towards, people grow grow complacent, even though that should be management's job to be leader, nobody really wants to hear from the boss about shit. Having a coworker or friend in your group taking leadership role to get the ball going and motivating the group to get active and establishing collective goals does a lot to get rid of that apathy. Like them or hate them, I think objectively speaking, Tempus works well because very early on they agreed Regis was going to be the "leader" and at the very least they have some structure and cohesion to the group, and it allowed them to hit the ground running. Even if that "leader" thing is just part of the character role, that mentality helps, and I think if Kiara can successfully convince the others to see her as a leader, she could help steer things in a positive direction.
