The difficulty makes it harder, and lack of info prevents people harassing her and her family. This move is incredibly stupid and puts vtubers at risk from indie to corpo, even when we have suspected doxx there is no confirmation of certain people outside of things like twitter and a few filtered images. I'm leaning towards 4th gen, since her debut for INNK was only a couple of months before 3rd gen's debut. I was going off the date when she debut for INNK, so the previous gens would've already been casted. For 3rd gen, I think the only possible character she could've been casted as would be Flare. For 4th gen, Kanata or Towa seems likely, I would even throw in Luna in there just going by her early cutesy voice. Though it would've been hilarious hearing Luna's character in Suisei's current voice.
