No surprise really, on youtube you're kind of isolated on your island and just have to pray for the algorithm to pick you up, which basically never happen for 99.9% of people. Sure you have a better VOD system and don't have to wait for affiliate for stream quality options, but that's about all the benefit.
Meanwhile Twitch has a far better chat which is very important for indies, better mod tools, raids/hosts which are crucial for indies, actually good recommended once you start watching vtubers, integrated clips, gift subs, emotes that you can use on other channels, much better category division, no strike for using copyright music, and the list go on, it's just superior on so many points for indies

It's possible but far from ideal. You have to check both chats and they don't interact. It's also not possible to get twitch partern since it needs exclusivity. In general splitting community isn't easy to handle, hence why barely anyone bother, it's too much work. If you really want to exist on youtube too, it's best to use it as a way to save the important VODs and such.

You can just upload your Twitch VODs to Youtube. Twitch even has a builtin option to export videos directly to a connected Youtube account. After the stream is over, you just click a button, optionally fill in the description and tags you want, and then Twitch will do literally everything else.

This is probably the best way to do things too, since the Youtube algorithm is good for finding videos but terrible for finding currently live broadcasts.

It's not against the TOS, Youtube doesn't give a shit whatsoever and Twitch doesn't care unless you're an affiliate or partner.
For affiliates, any content broadcast on Twitch can't be made available anywhere else until 24 hours have passed. You can still stream on other sites, just not at the same time that you're streaming on Twitch.
Partners are a bit more complicated since you can negotiate to have parts of your contract changed or removed, but the default is that you won't ever stream anywhere else but Twitch.
