Anywhere from 5-20 hours for a full colored picture with a background, it varies from artist to artist.

Literally over a decade. Maybe some people can learn exceptionally fast but it'll still take years. As the saying goes, the master has failed more than the beginner has even tried. Art in particular is training yourself in a way of seeing things, then grinding out the perfect ways to recreate those things in drawings. Usually artists will say up front if they've traced from a photo but most artists, when making pictures like that, will draw it from scratch using a photo or a pose as a reference. Tracing something and presenting it as drawn from scratch is a major faux pas.

I was in a small pocket of a community of artists a decade ago, and when one newbie went from potato crayon drawings to decent digital art in about 2 years, everyone treated him like the second coming of Christ. It fucked with his head and he ended up abandoning it because of the attention and pressure.
He bailed on the community, but I learned a few years ago that he managed to eventually become an artist working on big name comics. He doesn't do anything in the fan community anymore though, just professional. He's so burned by the way online communities do what they do.
