She's just started Sunbreak. Sunbreak locks you to certain Master Ranks (MRs) until you complete enough key quests. As of now, she's only completed enough key quests to get her to MR 2. For reference, going into the Final Boss you are only MR 5. An optional quest does not count towards that total, so you could complete every single quest given to you during the storyline and still be at a low MR. Also, Noel is using a set that isn't the best in terms of DPS, especially in Master Rank. Lastly, Noel isn't very good with her weapon. I play the Hammer casually and she doesn't know what she's doing. I'm glad she's liking the weapon though.

She did the bare minimum in Base Rise. She was mostly playing the game to be far enough story wise and competent enough skill/equipment wise to play with Flare. Once Sunbreak came out she did just enough quests from the Base Rise to unlock the final boss of Base Rise and beat it (which is required to play Sunbreak).

I've been playing Sunbreak and have already beaten the game. The monsters are indeed crazy towards endgame. With the armor she has now, mid tier monsters will be hitting her for 60% health. It'll get worse once she gets to higher tier monsters. She'll have to get better armor and weapons but that will require grinding and I don't think she'll do that.
