I decided to look into this.
The shadowban happened in late September and were cleared up in the following week.
The 'I can see you' was from Kronii's 2nd member stream which was at the end of October, several weeks after the shadowban was fixed.
I originally thought there was another shadowban to explain the inconstancy, but after doing a thorough investigation, there was nothing to even point at this happening.

I don't know why he made that post, but it wasn't shadowban related.
