The only reason to watch holostars EN would be to see them interacting with someone in hololive production that you're already a fan of.
That means that they will at best get the Stars current viewerbase plus a few new viewers (let's say 200% being generous).
That's 1000-1500 viewers.
If they could interact with Holo EN they would have a chance but outside of Bae that's never happening and if they do interact with Holo EN they will need to be so careful with their wording that their collabs won't be any fun at all and nobody will want to watch them when they're not collabing with Holo EN.

The three biggest hurdles for the en stars will be being smart enough to avoid these three girls, and probably just the holos in general to avoid the beggars and annoying people who would turn them into holo en's accessory to be played with and discarded when they get bored of them, they have to actually make their own audience, and to do that best they'll have to snub the holos completely.
If Cover is stupid enough to go through with stars en with whatever trash shows up first and not take their sweet time with it to get good talents, I hope they're at least smart enough to avoid landmines like these.

No and that's mostly because without the Chinese audience, Luxiem/Noctyx wouldn't have been anywhere near as successful. HoloStars would be locked out of the (mainland) Chinese market due to being associated with Cover who is essentially blacklisted.
I think what will happen is that Cover is either going to pour a ton of resources and staff into trying to make StarsEN successful (and in the process miffing some of the Hololive girls), or they will just let them flounder into obscurity.
As for collabing with Holos, Bae and the ID girls are really the only ones who will bother for the most part. Mori gets brought up but she really only gives a shit about the Stars when it's for her own gain (Rikka's song is the only time she actively engages with that branch).
