I don't know that anime, but I think I'm starting to understand what makes a character look like a loli. It's the width of the head compared to the torso, shoulders or ribcage width. Lolis tend to have wide or larger heads and narrower shoulders. Your example has a head with a very similar width to the shoulders so she starts to look uncanny. Ina's official art has a narrower head and wider shoulders, so she looks like a fully developed but petite adult.

I have friends that are that type, but it's still obvious they're adults for so many other reasons like facial and body proportion developments or whatever. Seems like a huge myth and a lazy pedo argument to say that lots of short and flat women look like 12 year olds. It's important to remember loli is a body type. Age is no way relevant.

I'll try to explain it in a simple way for the non artfags, but it has all to do with the head dimension relative to the body, usually when you draw you can say that a character is 6 heads tall, some counts the head in it some do not, but generally speaking, a typical teen anime character is 6-7 heads tall, usually 2-2.5 heads torso, and 3.5-4 legs (think about naruto), now when you are drawing lolis, you usually use a 4 head proportion, that is very child like, so big head and small body, usually moe but teen characters use a 5 head proportion, that is maybe the most used togheter with the 6 head, (think about k-on for a famous example). 3 heads enter on the kindergaden proportions (think about yotsuba for example) it can be used for lolis but is not typical, instead 2-1 head is usually reserved for chibis. 7-8-9 heads are usually reserved for adults and typically males or very tall and fit characters.
So no ina isn't a loli by any means regarding proportions
