A not-insignificant number of subs come from people motivated by wanting to watch a specific member stream, and then forget to cancel or choose to continue.

Killing revenue to stop a non-problem is not necessary. Give it 2 months, all of you will have forgotten. Twitch has had gifted subs forever, and all of these concerns only show up with YouTube does the exact same thing. Difference is that twitch streamers don't offer subscriber only streams. They have it as an option but hardly anyone utilizes it. In fact, the only people in my twitch following lists that seem to utilize them are other vtubers. There's a difference in the value of twitch subs/youtube memberships when membership only streams are offered, and im pretty sure the members and streamers recognize and appreciate the vibe of membership exclusive streams.
