I don't know about the other stream, but from what I see, what happened in Sara's stream is not result from bot attack, it's the pattern is awfully similar to counting glitch.

I had this similar case (but with vBulletin) long time ago.

so to make it more relevant to you, imagine that you're using a download manager software to download a pirated movie from a filehost, the download manager you're using will split the movie file into 8 parts and then downloading those parts at the same time, so it's in essense it's like your system is downloading 8 files at once and then you joining it later (that's how most download manager works)
the filehost recognize your download manager spiliting their file and downloading it 8 times at once, but they still count you as 1 user that downloading their file because : you're still using the exact same IP address for each file.

and this is where the glitch comes in, if the filehost failed to recognize your IP address as the same, they will count the download as 8 instead of 1.

Sara's ccv are looks like using a similar pattern here, at first it just around 60ish viewers, but after exactly one hour since the OBS started (not counting the intro), it bloated up to 11k viewers. and keep gradually escalating for each 20 minutes or so. this is because some viewers who's been watching the stream for more than an hour got counted by the system as 8 or 16 or 24 or so on number of viewers (the number is always multiplied of 8)

thus why despite having such a bloated ccv, the stream traffict didn't get bothered at all. i mean normally, if somebody who stream for 60 viewers suddenly got 11k viewers at once, the stream quality would drop from 1080p to 360p even if it just a few seconds, but no such things are happening. which means the traffic are the same, but the viewer count isn't

and this would also explain why the vods keep gradually escalating in the same manners and then it suddenly drop down from 80k views into just 9k views. because if it was a bot attack, even if you ban all those bots, the trace is still there, it wouldn't cut down the views number.

tl;dr it's not a bot, but it's a system glitch.

but take it with grain of salts, it doesn't means it couldn't be done unintentionally.

I don't know much about YT internals but I would expect that it shouldn't make much difference, since the streamer doesn't stream directly to each viewer, rather they stream to YT, then YT mirrors it to each viewer from their server. So unless they have some algorithm to anticipate how much load a particular stream might generate and preallocate their resources accordingly (which very well might be the case, I have no idea) I don't think it would matter...
