That's really fucking strange and unfair. Korone designs her own mascots, and they get official goods made too. So does Ina. Flare no doubt had input for Lack (or whoever designed the elfriends).
Sure, some holos probably didn't give much though to theirs, and left it entirely for the artists to take care of behind the scenes. But, realistically, the mascot designs naturally grow from down up, as interaction with the viewers grows and the bonds deepen to the point the girls start thinking of some visuals to represent the fanbase.
The mascot design being forced from up down by the management won't take off. Like Kintsuba and Bloop.
