Here's the issue.
HoloJP Numbers stomp the SHIT out of NijiJP on a day to day basis, with only Kuzuha, Toya and the occasional 3d debut standing a chance. Their markets are also pretty well known. HoloEN, also beats out everyone else in NA time, but they can't really compete against HoloJP due to market differences that make getting CCV as high as JP unlikely outside of collabs and Gura, and again, market is mostly stable and not a lot of discussion to be had.
Scrims also haven't started yet, and that really leaves HoloID and NijiEN (SEA+CN) for interesting 'downtime' discussion.

Comparing chatting streams of any kind is just stupid, and this is in defense of both EN and JP, because I’ve heard a lot of times about how average Subaru’s freetalk streams do for how high her CCV is.

The reality is that nothing is ever that interesting enough in a chatting stream for people to continuously cycle in and out of stream. You either watch it or you don’t, and when you decide to watch you either have it up (like on a TV for instance) while you do other things or you’re tabbed out and use it as background noise.
