Well, Japan does have the highest number of Nobel Laureates in Asia. The thing is, western education lags behind in science and math in primary and secondary education and then catches up (and in some cases, exceeds) in higher education.
As for what your old uni prof said, it's true for the most part.
Future employment can go two ways:

There is no policy for it, but the professor will usually allow them to do it because they don't give a fuck either.

I come from a very bad household but was tested in 5th grade and in 11th grade. Not sure if you know but Germany has different school systems and since i did bad in Elementary school(1-4th) i was send to the Hauptschule, which is basically the school you send people who are not that smart and more handsmart than booksmart.
I had a new teacher who was amazed at the speed of which i solved math problems so i was send to an institute for 3hours where they tested everything. I can tell you that education mattered a lot there since i was at the time only at iq 125, with 139 in maths and 149 in shortterm memory.
In 11th grade i pointed MUCH higher, despite the fact that aparently 90% score lower when they get older(Since intelligence get's harder to "learn").
What does this mean? It means that if i guy like me who didnt even do well at tests in 5th grade got a iq of 125, that they mix the other results of other tested appliciants with this and then guesswork the iq of the general population.
So ofc a korean who spends 14hours a day is getting a higher score in iq, despite the fact he might only score 80-90 when he would take an actual test.

TLDR: General IQ is guessed. Unless you are tested i will asume you are below european average.

Also in case anyone read this. I did well in school in 11th grade and am now tested at 142iq with my strong points being the same as before, except that they gave me the benefit of the doubt that my longterm memory might be just as good.
