I wouldn't think it's exceptionally more expensive than getting new models on the same schedule as indies get otherwise. Maybe start with 2 just to introduce the gimmick, but every new outfit is a new character instead of just new clothes. And you cycle between them on a whim each stream, just like you'd cycle between clothes. But you'd still only be getting a new character every few/six/12 months or whatever.

New models tend to have different or upgraded rigging anyway. You could ask artists to try to keep within certain designs specs, to reduce costs of rigging new models (i.e. clothing might follow similar styles).
