Its the best FPS out right now.
High TTKs = more forgiving for noobs but also requires more skill for high players. So its opens up both the floor and ceiling.
Plus unlike most modern shooters there isn't an autistic focus on memorizing every single map. Try playing Siege or Valorant with 0 map knowledge and you'll get slaughtered even if you know how to play because there's just so much bullshit you have to know just because reasons.
Apex lets you get away with less map knowledge or knowledge about random shit.
