We actually have two different problems here.
1) English is not cute as Japanese.
It's quite subjective, however I found Japanese indeed cuter as a language with simpler phonetics and tonal stress.
Also, I think that eastern women generally have higher/cuter voices even if they speak English.
However, it could also be a prejudice, because if you're a native English speaker, you could consider "cute" English voice as an unnatural and cringe.
2) English vtubers have worse personality.
This is kind of true, because they often try be sexy rather than cute, and also swear a lot. But not all of them act like this.
