To ensure that you do not encounter this issue, always allow Steam to close properly when shutting down your computer. Allowing Windows to force Steam to close when it is writing to a hard drive may cause Steam library and installation information to become corrupted.

I found this solution recommended, maybe it helps, seems pretty janky though:

THIS SOLUTION WORKS IF STEAM HAS LOST TRACK OF YOUR GAMES, BUT THEY ARE STILL ON YOUR HARD DRIVE:

Go to your Steam library (C: -> Programs (Programs x86 if 64bit Windows) -> Steam -> steamapps -> common.

Find the offending game, then rename it to anything you like for example "Grand Theft Auto V" to "GTAV-HOLD" REMEMBER THE EXACT NAME OF THE FOLDER. THIS IS IMPORTANT.

Go to Steam and START reinstalling the app. it will create a folder. Pause/stop the install then UNINSTALL the app.

Quit Steam. Go to steamapps -> common. If the app install folder is still there (it shouldn't be, but this is windows after all), delete it, OR copy the contents of your renamed folder into it, replacing what's there. If it is not there, then switch the name of the renamed folder back to it's original name.

Restart Steam, and reinstall the app to the same location. Steam will start the install before "discovering existing files." Let it do it's thing (shouldn't be more than 10 minutes) then BOOM! There ya go!

Wish there was more that I could do to help, only so much that can be done without physically being there.
