Sana has none, so it stands to reason that having a more robust streaming track record is something that should be more highly valued in future applicants to lessen the possibility of another Sana. A previous streaming record to look at and comb over should give the company a better estimate to judge a persons workrate (how long/often did they stream in the past, shows dedication vs laziness)

Another big part of what's keeping Sana away from streaming is the fact that she prioritizes her chink gacha illustrations over Hololive. Now, of course you want multitalented professional people, and it's unavoidable that they have pre-existing businesses or want to uphold their side jobs - but at least it shouldn't go so far that it rather feels as if Hololive is their side-job, and they rather prioritize their other main job. Other people (for example Mori with her music, Ina with her illustrations) have also struggled with this at times, but ultimately still managed to achieve the bare minimum at least, while Sana takes this to a whole 'nother extreme disregard.
I don't really know how Cover can prevent this for future applicants, other than being very discerning when an applicant also has other important side jobs / life commitments that can become a time issue, and it'd be a shame to reject them because obviously you also want talented people, but if the risk of truancy is too high, it's better to filter them. Or at least have some kind of regulation / (dis)incentives to actually enforce cooperation and workrate.

Doesn't even have to be actual firing, of course (is always a PR-headache that's better avoided for as long as it's not necessary), but I can imagine at least some sort of sliding-scale income penalty.
For example, it's usually said that the income-sharing between Cover and the talent is half and half. Now let's say that you establish some baselines and brackets, and if a talent streams less than the minimum time for the month, the income sharing between Cover and talent becomes progressively worse, for example 60/40 or 75/25. So that the talent is actually motivated to stream more (even if just for financial reasons, as in they feel the hurt in their pocketbooks if they don't), and it gets back to normal again when they actually reach or exceed their quota again.

Of course, such incentive schemes may have an varied impact on morale, and might not work in instances like Sana, where the talent already derives much of her income from her non-Holo side-job, so she's not as dependant and already prioritizes her other commitments from which she earns more

Gacha is such a fucking waste for these artists too. They think it's a great opportunity that will give them a meaningful foothold in the Japanese art industry, when in reality they're being exploited as cheap overseas labor because foreign artists undersell themselves compared to Japanese artists, along with the added bonus of not rustling anybody's feathers because JP artists know their bigger career prospects aren't being threatened. Also they become pigeonholed into drawing moeblob style, robbing them of any local illustration jobs compared to a poorfag that's forced to draw multiple styles to get by.

This actually reminds me of something. I feel like having famous Mangka as Mamas and Papas is far more of a detriment now then a boon. Many of them are legit busy people and not cheap either. Some are also, sadly, lazy. I understand why it was a selling point when Hololive was new, but nowadays I think they'd be better served with inhouse artists who can quickly get designs and new outfits out there and for much cheaper. Hololive brand alone is all they need now.
