HoloEN management knows that their fanbase is made up of easily impressionable normie weebs who mostly only watch Hololive and don't know other vtubers exist - and management intends to keep it that way and keep them captive in the bubble (and for that, the talents must also stay mostly bubbled, so be it), because don't want their audience to find out (and give free advertising to) that other EN vtubers exist, and - imagine that - might even be more entertaining than HoloEN talents (take away the brand buff that carries them and most of the HoloEN talents would be exposed as pretty pedestrian).

It's basically a cost-benefit calculus:
For HoloEN, there's little to no benefit to outside collabs, especially with smaller vtubers. Everyone in the other party's audience already knows HoloEN and probably watches it also (that's the nature of being the market leader), so there's no new fresh customers to gain from this. It's rather the opposite, the potential cost is that your own sheltered audience would be exposed to the first time to other vtubers, and they might even find them more entertaining than your own, and switch in the future. So you just gave your competitors free advertising and potentially lose part of your audience over it.

The smaller corpos (and especially indies), who do not have the convenience of being a market leader who can afford to set up their own closed shop captive ecosystem, their calculus is different and opposite, that's why you see them all collab and network with each other so much. Hell, even Hololive back in years past, before they got to their top spot, used to be this way, and were much more open (because reliant) on outside collabs and networking with others, and it's only been after they became dominant they kicked off the ladder from under them and don't really return the favor anymore (leeching for me, not for thee)

They allowed Vshoujo, who has had their share of messy moments, and TT, who insulted their girls, to work with them.
