Japans laws are schizophrenic because they were made by Old Christian America and a Jewish piano teacher that worked with McArthur because he personally knew her and she spoke jap. This is why you get those tiny censor bars on japanese porn. Because doing that technically bypasses the law.

"- You must be able to deliver content at least 3 times a week (content provided after getting home or on your days off while you're studying or working is fine)"
The 1 hour minimum he probably took from the fact that all of the new members usually stream for at least 1 hour
