It's thanks to Elira and Pomu who wanted to model their group after NijiID's interactions. Impromptu collabs, ordering food for each other, hanging out in discord after hours, etc. It also helped that Pomu and Elira were friends before, and were really accommodating in making sure Finana wasn't left out. This carried on with the subsequent gens.

HoloEN tends to feel like they're too busy with their own projects most of the time or don't want to "force themselves" into someone else's stream, NijiEN just jumps into chat and fucks around with each other pretty often. The "Minecraft server merge" arc of HoloEN was the period where it really felt like they had some nice friendship together, just doing a bunch of random, long collabs and hopping in and out of Discord. Niji seems to have this dynamic constantly, which really makes it look like they're all just having fun doing what they do with each other.
You can talk about "They're really good friends off-stream! they say they chat a lot!" as much as you want, but that shit doesn't really translate into the streams that often, HoloEN keeps their bonds private and personal, NijiEN shows those bonds and celebrates them
