The thing is, there's no reason for guys to try. It's better to go indie at that point or be a normal streamer. These guys had it made in the sense that they were the first proper wave of male nijiEN streamers and they turned out ok. Cover would also end up slicing up some of the profits of their JP holostars if they make holostarsEN because some english speakers still support the JP stars but it may not be the case if they get brand new English speaking holostars. They're definitely gonna try again because they've been promoting the stars more, but the incentive is still not quite there.

I believe they will get those 3 new JP holostar and then officially declare that holostarsEN will happen a little after that. The men that apply to holostarsEN would have to be ok with mostly keeping to themselves and having a smaller fanbase and general audience in comparison to indie males or even normal male streamers plus they have to be ok with management fucking them over too. It's a tough order to handle all that just to try and get into holostarsEN. Only diehard, genuine holostars male fans would do it, if those even exist outside of JP.

If you are a man that has what it takes to make it like Vox I'm sure you would be better off going indie than joining holostars. They'll take half your revenue and heavily restrict you while the holostars branch itself brings in a laughably low amount of viewers for how well known it is.
If your main goal is to make cash and you are decently attractive than just being a normal steamer would be better but I'd assume that's not the case if you're even considering being a vtuber.
