Something probably came up, maybe she was tired from her birthday or just wasn't feeling it. She only streams when she feels like it, it's a hobby to her not a job. I would choose someone else. More often than not, if they don't accept a request at base price, then they just aren't interested in drawing the character/subject. I typically increase the asking price if I feel the artist undersells himself, or if I'm asking for something complicated/has multiple variants. I suggest finding someone else.
